Multijurisdictional Housing Needs Assessment (HNA) and Housing Action Plan (HAP)
Housing is more than a place to live. It shapes the strength of our communities, supports local businesses, and influences opportunities for families, workers, and future generations. Across the San Luis Valley, communities are working together to better understand local housing challenges and identify practical solutions.
Building on the 2021 regional housing study, this project will take a fresh look at housing needs across participating communities and develop a coordinated Housing Needs Assessment and Housing Action Plan. Together, these efforts will help identify local priorities, strengthen regional partnerships, and guide meaningful housing actions over the next five years.

About the Project
Housing Needs Assessment
The Housing Needs Assessment will explore the types of housing available today, what residents can afford, and how housing needs may change in the future. It will help participating communities identify housing gaps and better understand the challenges facing local households and employers.
Housing Action Plan
Building on the assessment and input from community members and local partners, the Housing Action Plan will identify priorities, opportunities for collaboration, and practical strategies to address housing challenges over the next five years.
Connection to Other Planning
This effort is being coordinated with the Rio Grande County and Town of Del Norte Comprehensive Plan update to help connect housing needs with broader decisions about land use, infrastructure, community growth, and long-term development.

Stay connected as the project moves forward! This section brings together background information, community engagement materials, and planning documents developed throughout the project. New resources will be added as they become available, providing opportunities to learn about the findings, follow the planning process, and see how community input helps shape housing priorities and actions.
Project Background
This project builds on the 2021 San Luis Valley Housing Needs Assessment and coordinated Housing Action Plans, which established a foundation for understanding housing challenges and opportunities across the region.
The current effort will revisit those findings, consider how housing conditions and community priorities have changed, and evaluate progress on previously identified actions. This work will help participating communities build on earlier efforts while identifying priorities for the next five years.
